Does an internal logic rule the seemingly unending and chaotic history of clashing European nations over the last five centuries? Why has European history seen such ferocious conflict within one civilization (including the Thirty Years’ War, the Napoleonic Wars, and two World Wars)?

This course surveys these wars, intervals of peace, and the pursuit of power as a goal of statecraft over the last 500 years. We examine the roles of remarkable individuals, governments, overarching structures, and non-state organizations in European international history. This course critically assesses the concept of the balance of power (shifting coalitions of Great Powers in mutual competition, preventing any one power from gaining overwhelming might) and other ideas of order as potential keys to the dynamics of international politics, from modern diplomacy’s birth in Renaissance Italy down to present-day summit meetings.

Diplomatic history is not just the history of narrowly defined ambassadorial missions but in fact is a true international history. As such, it covers the shifting relations of both Great Power states as well as smaller powers—different levels of actors on the international scene—and explores distinct ideas about the state system and how it operates.

Our topics include not only military outcomes, diplomatic settlements, and imperatives of grand strategy but also questions of peacemaking, international law, defense of human rights and minorities, abolition of slavery, pacific efforts of organizations like the Red Cross, challenges of foreign policy for smaller states, and ideal projects for achieving stable European order, culminating in today’s European Union.

Particular themes we pursue in this course include the crucial role of prior experience and precedent in shaping subsequent calculations; how persistent geopolitical problems across the centuries have created the world we live in today; the elusive pursuit of stability when the international scene is marked by constant change; and the significant observation that diplomatic methods and approaches can be as important as the substance of international questions. We also examine changing concepts of what the greater whole—Europe—meant for participants in the diplomatic drama of five centuries.
